With the exception of Caravan Row itself, this ward is a dark and cramped network of twisted narrow streets and alleys. While the powers that be in the city have seen to having Caravan Row itself paved and well-lit with electric street lights at 40 ft. intervals, they have largely neglected the rest of the ward. The remaining streets are mostly rough dirt. What lighting there is to be found is at the mercy of the various vendors. Most typically use oil lamps or lanterns, though some are forced to rely upon simple torches for illumination at night. The smoke from oil lamps can create problems for those traveling through the ward, imposing a -2 penalty to attack, search, and spot rolls. Crime is moderately high in this ward, as the guards stationed at the gate are primarily concerned with the many comings and goings of the caravans. They warn newcomers to avoid sticking around the area if they wish to retain their wealth and/or lives.

Second Ward, Outer City (Low Town)

Low Town is a sprawling ward of debauchery and indulgence. Many illegal goods can be found here. Crime is rampant and city watch patrols are light. Nearly all of the streets are rough dirt with poor drainage, so storms can create many headaches for those traversing the ward. If you are interested in obtaining cheap drugs, sex, alcohol, and/or gambling habits, then this is the perfect locale for you.
